Founder & Executive Director – Mahamed Bare
Founder and Executive Director of Somali Civic Voice (SCV), providing visionary leadership and strategic direction across all organizational pillars.
Mahamed drives SCV’s work in civic advocacy, governance reforms, digital rights, and gender-responsive participation, ensuring the organization delivers meaningful, community-centered impact.
With extensive experience in public sector advisory, program design, civic education, and institutional capacity development, Mahamed positions SCV as a trusted partner to communities, development agencies, and public institutions. His leadership is grounded in accountability, innovation, and a deep commitment to empowering Somali citizens to influence governance and social justice.

Dr. Mizan Khan- Climate Scientist & Global Climate Policy Expert
Dr. Mizan’s guidance and direct transfer of his expertize advances SCV’s commitment to climate justice, resilience, and informed civic leadership.
Prof. Mizan R. Khan is an internationally respected climate scientist and policy leader, serving as Deputy Director of ICCCAD and Technical Lead of the LDC Universities Consortium on Climate Change (LUCCC). With a PhD in Environmental Policy and more than 20 years of academic, research, and UNFCCC negotiation experience, he is a leading voice on climate finance, adaptation, and loss and damage. His work strengthens capacity across Least Developed Countries.
Prof. Khan provides SCV with strategic guidance on climate governance, equity, and resilience for vulnerable communities.

Programs Manager- Shamso Jama Mohamed
Serves as SCV’s Programs Manager, providing technical, strategic, and operational leadership across the organization’s civic engagement, protection, and gender justice programs.
Ms Shamso brings a wealth of experience in program design, implementation, and community-driven coordination, ensuring SCV’s initiatives are impactful, inclusive, and aligned with both community needs and donor expectations.
With a strong background in capacity building, gender justice mainstreaming, and protection programming, Shamso leads SCV’s Advocate Project, oversees civic education and engagement activities, and manages training and empowerment initiatives for women and youth across Puntland regions. Her approach emphasizes participatory methodologies, accountability, and strengthening local systems for sustainable change.
